Well, that is true, however, the names alone will fill a newsletter.
There are in excess of 60 so far. 

I feel like we should go ahead and publish the list with ALL of the
suggestions with a request for any more suggestions to be given to a
representative for each group. The representative would get them on the
list as soon as possible. This should take place ASAP. The additions
would have to be cut off on a set date (say November 15th, that gives all
of the groups a chance to meet before the cut off date).

Shortly after that (about two weeks) the final list would be published as
a ballot. The ballot would be distributed (one per person, names of the
voter **MUST**  be on the ballot to prevent *stuffing the ballot box* by
anyone. To give the distributors enough time to ensure the ballots get to
everyone in their area, the final counts should take place about the 15th
of January. A couple of people in each group should count the votes and
report them to Athelian and/or Pug and/or Duncan. The ballots themselves
should be kept by the groups Historian or Chronicler for reference, just
in case.

Shortly after the vote, and the reporting thereof, another ballot should
be sent out with the top five vote getters listed with the top vote
getter listed first (with the number of votes noted), follow in order the
other four with votes noted. In case of a tie, list six names. That
ballot will have to be given at least a month and a half in order for
everyone to be given a chance to see, and decide. Then the final ballots
should be counted by the same folks who did the first set. Get the
results to the above mentioned people. Then we need to announce the
results to the populace of the Southern Region (but use the top vote
getting name instead) in a special Lion's Tale which has Kazimir's
working group's suggested Principality laws included.
