and follow up with:

#02 ... after back-off, figure out why your approach is not working
#03 ... plan a new approach based on experience to date with problem
#04 ... implement the new approach
#05 ... evaluate success of this new approach

if not successful, return to step #01 and repeat process as necessary ....
