SR - What happened at Red Tape meeting

Unfortunately the Southern Regional Rapier Marshal was not able to
attend. He still had the old directions and was unable to get through to
Mirrim's cell-phone since it was turned off to save batteries since she
thought it would only be used for out-going calls.

However, the Kingdom Rapier Marshal and his deputy were there.
