I know that we gave them out at a populous meeting to be filled out and
returned then. Also several other shire members that stopped by the house
and had missed the populous meeting were handed ballots to be filled out.

How about simply adding a line that says:
___ Do not name the region

If there is enough of this vote then the region should remain the Southern
Region.
