Heilsa all Ansteorran Marshals and Combatants...
This missive is to clarify the policy and answer several questions asked
after the posting of the first "Local Fighter Practice Policy" letter.
There have been substantial problems regarding Warranted Marshals and
"legal" Local Fighter Practices.
Local groups have only one Warranted Knight Marshal, Rapier Marshal or other
type of Marshal. Many do not have any Knights or White Scarves holding an
Authorizing Marshal level, or an Authorizing Marshal within their territory.
This can be a problem when the Local Warranted Marshal(s) cannot make every
practice for whatever reason. Many Local Marshals are active fighters and no
one can ask them to effectively stop fighting tournaments and melees for
their two-year tenure. Yet, Society Corpora _requires_ a Warranted Marshal
to attend all official functions where there is active Combat. It's a
miserable "Catch 22" situation...
Therefore, in consultation with the Kingdom Seneschal, Master Richard
Fairbourne, the Earl Marshal does set the following policy:
Policy on Local Fighter Practices
Effective immediately, 04 AUG 2000, All Local Fighter Practices will be
considered legally convened and Official when the following listed
1. The Local Fighter Practice must be published in either the Local
newsletter or the Black Star stating location, date, and time.
2. The Local Knight Marshal, Rapier Marshal, and/or other type of Marshal,
holding at least Inspection Marshal or other appropriate certification in
the form of a current Authorization Card, and listed on the Warrant Roster
is present at the location of the Local Fighter Practice at the published
date and time.
OR (in conjunction with condition 1.)
3. An Authorizing Marshal and/or other Marshal(s) with appropriate
certification, possessing a current Authorization Card, and listed on the
Warrant Roster is present at the location of the Local Fighter Practice at
the published date and time.
OR WHEN (in conjunction with condition 1.)
4. A Marshal or Marshals, holding Inspection Marshal and/or other
appropriate certification in the form of a current Authorization Card AND
any other current Warranted Officer are both present at the location of the
Local Fighter Practice at the published date and time. The Marshal and the
Warranted Officer can be the same person. In any case the Warranted Officer
must remain for the entire duration of the Local Fighter Practice.
5. If the Warranted Marshal, Inspection Marshal, and/or other appropriate
Marshal leaves the Fighter Practice location, either temporarily or for the
day, all fighting appropriate to that Marshal must cease until that Marshal
returns. If the Warranted Officer leaves the Fighter Practice location,
either temporarily or for the day, ALL fighting must cease until the above
stated conditions can be reestablished. If the above stated conditions
cannot be reestablished then all fighting must end for that date and
6. Please note that only those Combat Activities represented by Marshals
physically present are to occur at Official Fighter Practices. I.e. No
Archery Marshal means no Archery. No Chivalric Marshal means no Heavy
combat, et cetera.
7. There will be no fighting whatsoever at the published location and
specific date, at any time on that date, if the above stated conditions are
8. Any group found to be in non-compliance with this policy will be subject
9. This policy applies only to Official Local Fighter Practices. It does not
apply to "private" fighter practices, or to non-published
"open-to-the-public" fighter practices.
10. All Local Deputy Marshals must be "Warrantable". I.e. they must be a
current Member of the Society or have applied for Membership, and they must
have the proper certifications appropriate to their Combat Activity
