[Southern] Artillery information

 Greetings to the Region.
 Ld Evets and I have been appointed Siege Lieutenants for the Southern
Region. As part of preparing for the upcoming war, I would like to find
out what siege weapons are present in this region, their conditions, and
which ones are expected to go to Gulf War. This would let our Siege
Captain know what kind of engines to expect at the war.
