Actually, I believe we created and began using hou-announce instead of Coastal, 
as the Coastal list also hits all the coastal branches from Bordermarch down to La Marche
Sauvage... and they really don't care to know about our fighter practice issues.  :-) 

The hou-announce list should include the branches in the near Stargate area, including Loch. 
At the time hou-announce was created, I don't think Loch had an e-list, so Michael Silverhands
allowed folks to subscribe directly to hou-announce. But, it should be part of the group now... if
not it can be easily included.  Of course, the hou-announce group is also setup with logic so that
if the recipient belongs to more than one group on the hou-announce list already, then they only
get the e-mail once, instead of multiple hits.  

(One problem with hou-announce and a short delivery time requirement.. its a moderated list, so if
Michael is not online, he will not release the weather e-mail updates quickly... but he tries).
