Hello, Maria,

Your friend may certainly present the insignia to the Crown herself 
when she sees them. Crown Tournament is coming up soon and is 
(relatively) close to Gate's Edge. :-) She may also give them to Baron 
Godwin and Baroness Lissa and they will pass them on to the Crown for 
her. Alternately, she could go up with other members of her Shire if 
she would feel more comfortable that way, and give them to the Crown.
