[Stargate] Populace Sundays in the Park?

Reposted with permission. Lisabetta is proposing, just for discussion at this point, the idea of having populace on first Sundays in Memorial Park, in conjunction with fighter practice. I think this is an interesting idea, and I'd like to see it happen.
