Sorry, was trying to respond and hit send too soon. 
 
Technically, I believe that Student Representation means an officially recognized Student Organization of the SCA, which may require 3-4 officers.  Once an organization, you may then have to file paperwork with either the Student Organization or in this case, the Campus Police, of your activity, such as a recurring fighter practice at a specific location. 
 
There is not much required to have a Student Organization other than the required pseudo-officers, and at least one of those as the primary campus contact and reservation coordinator, who files reservations and attends a once-a-semester campus organization meeting - which I used to do some years ago when I returned to campus for classes. 
 
Our student SCA presence at UH campus has been inconsistent the last 10 or so years.

If you had a student rep, could you keep the UH location?
Does the student rep have to do anything other than be a student at UH?
