HCC is very expensive.  I checked the last time we were considering a bid.  
I also checked the Klein and Spring ISDs and they are ridiculously expensive.  I don't know about the other districts in the Houston area, but I can tell you that.  However, Annes told me the last time I was checking into it, that the districts in the Houston area are expensive in general.  The farther out you get, the less expensive they get.  So by that I would think that the districts in Houston would be more expensive.
