[Stargate] Change of time for GE fighter practice

After discussing with the Knight Marshal and the Seneschal, we have made a
decision that while winter is upon us, that we would move the time for our
fighter practice to later in the day. Please note the changed time is from
noon until 4 PM until further notice.
