[Steppes] State of the Barony

Thank you Almarr.  :)  My idea is to also develop a little more of the demo
aspect of a mini-tourney which would serve to acquaint the locals in the
neighborhood as to who we are and why we are there.  Just embellishing on an
already great idea.
