[Steppes] weather damage

Those homes that were damaged were none of our people's here in Elfsea. So, far
everyone has been accounted for.

There was one more tornado that hit Lake Arlington, but no homes were damages
(that have been reported), it just formed a really neat water spout and scared
the heck out of a fisherman that was on the lake at the time it came down.
