[Steppes] The need for Event Stewards and/or Ideas

Personally, I think the one time I saw court in Canton that was amplified
was much better then other courts I've seen. While I couldn't hear
everything it was easier to to hear awards & names. Of course I would have
heard more if people in the audience would keep their voices down. Court
seems to be one of the main times at an event that some people lose their
manners. In period, I would think there would have been penalties for making
noise while your liege or his herald was trying to talk.
