[Steppes] War practice today Cancelled

It is currently 39 degrees and light rain at Veteran's Park.  Therefore, war
practice is cancelled for today.

One of the reasons we scheduled so many practices is the uncertain weather
in January.  I've lived in Texas too long to enjoy spending the afternoon
outside when it is below 50 or raining.  You can assume that I will cancel
practices under those conditions.
