[Steppes] IMPORTANT POPULACE DATE CORRECTION

I apologize for the short notice, however there was some confusion with 
regards to the date of Populace this month.  As per instruction from Lady 
Francesca, the date for Populace is NOT this Thursday the 18th, rather the 
correct date is Thursday July the 24th.  Please contact Lady Francesca or 
Lady Maeva with any questions (note that Lady Francesca does not currently 
have internet access during the day).  I would like to sincerely apologize 
for my part in this confusion.
