[Steppes] IMPORTANT POPULACE DATE CORRECTION

It is my understanding (or misunderstanding) that Populace is on the 4th
Thursday of the month, which, in this case, would be the 24th.  It is
also my understanding that this month's meeting will be at Lady
Allesandra's.  Is this correct?
