Fine close cell foam is light weight and may work for this as well. We may
be able to achieve a larger sized "rock" with it and get up to the one
pound weight if Large is the goal. Volara is the foam I am thinking of.

Then of course there is the open cell foam that is the lightest weight
around, funnoodle, but it does not travel well from one elevation to
another.

The other alternative is that white stuff that they use for boogie boards.

This is all assuming that size matters. ;)
