You mean that you would wish for your non-vote to be counted? Kind of a 
polling of nulls?  Maybe the poll is pre-Renaissance and the discovery of 
the Arabic <zero>?

I would imagine they did it because they felt it ungracious to contemplate 
such a response in a polite Society.
