It may be interesting to note that the playground area at Mary Heads park was built in a similar fashon.  I was one of the volunteers when I was still in high school.  The city had agreed to build up the rest of the area after the playground was initially completed.  That should give any who have time to volunteer an idea of what the end results could be.
