[Steppes] archery practice

Seeing as Lord Jacques the Spink has the archery equipment, I will defer the 
decision on whether or not to hold practice in the morning to him. Thus far, 
the weather is a lot better than was anticipated a day or two ago, but who 
knows what tonight will bring. Certainly the weather forecasters do not.
