[Steppes] Celtic Heritage Festival

Also, there were multiple event conflicts in the month of October as
well.  While this solution (combining Celtic Heritage & Fall Court) is
not a perfect solution, as a Barony, we might want to start doing as
other baronies do & start working on next year's event as soon as this
one passes.  For some events, it would certainly give more time to find a
site to hold an event.  If we do not already have a site 2-3 months out
when we select the autocrat, it is difficult to impossible to find one. 
Many venues in this area are booked 6 months or more in advance.
