Centurion Morgan has had experience as Knight Marshal of the Steppes, and as 
Entourage for The Crown . I am sure that he has experience in dealing with 
park regulations both local and in not-so-local areas and speaks from that 
experience. If worded properly, you can get around some of the regulations 
that seem pretty solid. A baseball bat without a ball used against someone 
is a weapon, but used with a ball and a glove and with rules, it is a piece 
of sporting equipment. A big stick used against someone is a weapon, but 
when that 'victim' is a willing participant, wearing the proper protective 
gear and both the hitter and the hittee are governed by specific rules and 
techniques, some of those regulatory agencies will look upon them as 
sporting equipment. It doesn't always work out that way, but it can. I'm 
sure that things have been looked into appropriately.
