[Steppes] to the Archers of the Steppes

I would ask that you bring your arrow building/repairing gear to populace 
this week. Our loaner arrows are in a rather sad state and I would like to 
be able to offer them for use during the Bowman's Tournament at Warlord. 
Seeing that our Bowyer's and Fletcher's meeting was cancelled due to 
inclimate weather, this will be a good opportunity to work on them.
