Boy Scouts are:

Wolves
Bears
WeBeLos
Boy Scouts 
	Tenderfoot
	First Class
	Life
	Eagle. Once they have earned that rank, they are forever Eagle
Scouts.  There's no usta-be in there.

There are several other Boy Scouting groups, most of them falling into
Explorer Posts of one kind or another.  Their levels and rankings are
separate unto themselves, and don't affect the Scouts normal rank.
