[Steppes] Artisan prizes Fuera de los límites oficiales

Clan Irwynne is planning on repeating the prizes that were given at
least year's Artisan. There will be a costuming prize and a
"Chieftain's Choice" prize. We will be giving away a cornflower blue
sapphire and a swiss blue topaz.

For the costuming prize, we will be looking for quality of workmanship and 
overall look. No documentation is required.

For the Choice prize, the Artist will need to impress Estimado Senor Juan 
with their workmanship.
