[Steppes] Business Meeting Notes

I agree with the sentiment that it seems that populace is getting more 
popular and that you wouldn't want to muck with a good thing.  I do think a 
nice spring or fall picnic populace would be fun tho, and the thing to do 
would be to reserve the shelter.
