[Steppes] Combining Artisan

If we did a combination A&S event with Elfsea, that would satisfy the 
'regional' requirement; but realistically this can't be addressed until 
after their change of leadership.

Combining Artisan and Fall Court and having them off the calendar might be 
the only realistic option for the time being.
