Specifically, what cannot be done is "baronial funds" cannot be used.  Or more to the general point "SCA" funds cannot be used.  However, fundraisers can be done for funds to go TO that fund.  Bordermarch, after initial issues, correctly is able to make improvements on private property in this manner.  It can be done, but research and close work with the finance people is a Very Good Idea (tm).

Unfortunately, per section V of the local financial policy, item A states " Money may not be used in whole or in part to the benefit of private individuals or business" .  So we would have to work with donations of materials.

Maybe the owner would donate materials if we improved his property?  Just an idea.
