[Steppes] 20th Anniversary Steppes Champion errata

Okay, this is what I get for writing when I'm half asleep and totally
exhausted.  While Steppes has by far the oldest annual heavy weapons
tournament in Ansteorra, it's not remotely even the second-oldest
annual rapier tournament.  (You'd think I'd've at least remembered
Greywood, having *done the scrolls there* long before moving to
Steppes....)
