[Steppes] A request from the moderators

I was reminded of something...  One thing we've seen a lot of is the sending 
of emails to "steppes, elfsea, glaslyn, lindenwood, tor...."

There IS a Central email list.  One can send to that list, then everyone 
who's subscribed to ANYTHING in the Central will get the message...  And 
they'll only get it ONCE as a courtesy.
