[Steppes] Device Conflicts are Period

For all of those who have had their devices returned for conflict, take
comfort in the fact that you weren't the first.  Device conflicts go back
centuries.

Hundreds of years ago in the 1930's, the makers of the nutritional drink mix
Ovaltine had a promotional club of kids called the Ovaltinees.  Anyone with
enough labels could get the certificate and secret decoder ring.  Anyway,
Adolf Hitler was an Ovaltinee.  Of course, this was very hush-hush.  In
fact, due to the controversy surrounding Mr. Hitler, they made him give his
badge back.  They suggested that he use the swastika instead.  You see,
Ovaltine had considered using the swastika as a logo, but decided against it
on the fact that kids were liable to swallow it.  So, they gave it to
Hitler.

Now, Hitler didn't like the swastika at first.  He thought it looked too
much like the flag of the Isle of Mann.  Imagine someone having to wake
Stalin up at two o'clock in the morning; "We're being invaded... by the Isle
of Mann."  

Well, he would have gone off the idea if it weren't for this lady he was
courting... Eva Brown (or Black, I cannot remember).  Um, she suggested it
would look nice as a brooch, and take the attention away from his sick left
toenail.  Think of it; all of these soldiers swearing an oath of allegiance
to a small bloke with a dirty toenail.  What a mess!
