[Steppes] Practice tonight represents the White Scarf 30 year anniversary

Tonight's rapier practice marks the 30th anniversary of the founding of the 
White Scarf order on March 10, 1979.  I plan to be at practice at Tietse 
Park, celebrating with a rapier in my hand.  Even if you don't normally 
come to practice, come join us in celebration (and for a last practice 
before Gulf War).
