[Steppes] February Populace

[Seneschal of the Steppes]

Populace is always on the 4th Friday EXCEPT when it falls on the
Friday before Business meeting, then we move it back to the 3rd
Friday. This is one of those months.

So yes, Populace is this coming Friday, 2/19

Sorry for the confusion. I'll make sure all of the Calendars match.
