[Steppes] two new baronial officers

[Baron of the Steppes]

After speaking with the regional officers, I am pleased to announce
the following appointments:

Etter is our new Knight Marshal
Lady Katharine Kavanaugh is our new Archery Marshal

Please join me in a hearty vivat these two for stepping forward and
offering to work to help the Barony. Also please join me in offering
any assistance that they might need in the successful performance of
their duties as officers.
