[Steppes] Populace in the park

If you noticed in the newsletter, we have changed populace in the park to the fourth Sunday of the month. We are hoping that it conflicts with fewer travelers.

We are also hosting Steppes/Elfsea joint fighter practice this month on the 5th Sunday. Keep an eye out for more info on this activity.
