[Steppes] 2016 Steppes budget and Financial Policy

Greetings and Salutations unto the Fair Barony of the Steppes, 

At the October Business meeting, the populace and Financial Committee
reviewed the proposed 2016 Steppes Annual Budget and the 2016 Financial
Policy. 

I have written in the agreed upon changes and have published these
documents in my Google Docs. We will be voting on and signing these two
documents at the combined Business, Financial Committee, and A & S
meeting this coming Thursday, November 12th at Gloria Dei Lutheran
Church 1333 Beltline Road Garland, Texas.
