[Steppes] August 20 rapier practice cancelled

Weather service lists the heat advisory numbers similar to the same
temperatures as last week our normal practice times. Therefore, Steppes
rapier practice will be cancelled for the evening of August 20th. Hopefully
we'll have better luck next week.
