[Steppes] Rapier practice cancelled for March 5

[Rapier Marshal]

The forecast is just not improving - sub-forty temperatures (not including
wind chill). For that reason, I'm cancelling rapier practice for March 5th.

Stay warm and happy. And have fun next week, whether you're here at home or
taking part in defending against Trimaris at Gulf Wars.
