[Vindheim] Update to Principality Law

Greetings all -
During Coronet Tournament, the following law change was announced. The only
change made is the following
Original:
Section 4. 2. 4. 8 Entrants shall have reached the age of legal majority in
their state of residence prior to the beginning of the coronet list.
Changed to:
Section 4. 2. 4. 8 Entrants shall have reached the age of 18 prior to the
beginning of the coronet list.
The law is updated on the Principality Website under the "Principality Law
and Financial Policy" tab.
