Peers, heck.  There aren't enough groups and probably not enough people
to support a P in the WR alone.  I have to admit to wondering how
incorporating the SR into the WR would prevent deserving folks from
attaining Peerages?  There's no quota to bag.  It could actually improve
the situation as the SR & WR interact on a different level, i.e. as one.
Anyhow, a P is still part of the Kingom.  The Sovereigns of a P are
subject to the Sovereigns of the Kingdom, P laws must meet Kingdom
standards, and P circles are part of the Kingdom circles.  P status
provides more opportunities to serve as Sovereign and officers,
generates a few more awards as the King allows the Prince to hand out,
and creates more 'official" events on the calendar.  A P is not the
equivalent of a Kingdom, it will not solve many of the perceived
problems of the area.  P status is puberty.
