No, we are not such an entity but technically a reporting convenience. 
A person could register the badge withthe intent of turning it over to
the principality, sovereign or not, that develops (or not) but there is
always the chance that person would reneg -- and suffer the consequences
of 200+ angy residents.
The answer is that we can find a way to do it if we really want to --
and it might even be registered.
