You're correct, Baron Cad! It is already required that local officers
give monthly reports to their seneschal.

On Wednesday, Master Fairbourne stated on Red Tape (officer's list) that
effective Coronation, this will be mandatory. It seems some groups have
gotten into straits due to the lack of reporting, but I feel it's mainly
due to the lack of communication. If a local seneschal is not getting
reports from an officer, the seneschal needs to see to the problem and
fix it; and it's a pretty sure bet that if a seneschal isn't getting
reports, neither is the Regional. Long before a Regional calls with
threats of action, the local seneschal should be aware of any problems
concerning the reporting status of his branch officers. A little
communication goes an awfully long way, folks.

The second discussion presently taking place on Red Tape is having all
officers' reports due at the same time every month. Sounds simple
enough, but there are problems. This is being hashed out at present, so
who knows where this will go......
