I Think one of the main problems with geting local officers to report is the
fact that most get little or no training. Most local officers just sorta'
get thrown into duty, and what they learn about the office they are forced
to learn on the fly.

Lack of communication between local, regional, and kingdom officers is also
a big problem. I can't tell you how many times I've faced an issue as
Knights Marshall, and not been able to get a solid answer from regional or
kingdom. The "pass the buck" system seems to be alive in well in the SCA...

Maybe if regional officers would take the time to see what areas their local
officers need help in, such as reporting, we could eliminate a lot of the
problems we continue to have...

It appears, that overall, by submitting copies of reports to seneschals
is a great idea to make sure that reports are being made, that a back-up
copy is avaliable, and to interspect a problem before it gets big.  If an
officer is not reporting, this will speed up whatever action is to be
taken.

I'm curious.  What is causing so many people not to report in the
first place?  Poor training? the importance of reporting not stressed?
laziness?  not caring?
Are they fullfilling the office other than not reporting?
Do they have a deputy that can help them?
Are we taking deputies to train them to replace us?
What can we do to help officers that have problems reporting?
