WR - Regional Rapier deputy

Greetings,

I would like to let everyone know that Ld Toshiro Toi, will be my new deputy regional marshal.  Thank you all who sent me letters of intent.  I hope with Toshiro's help and the help of the local rapier marshals we can help rapier grow here in the western region.  He will be able to authorize  rapier fighter and marshals soon.
