WR - Herald Warranting Class and Consulting

Greetings unto the good people of Western Region

Is there a need for a warranting class for local
heralds in the region?  If so it might be possible
for Sundered Shield depending on the need and 
kingdom approval.

A herald consulting table is being put together for
Sundered Shield in July.  If you need help with 
submissions this is a source for it.
