[Western] Newbie Rapier Tourney at Champions

My apologies for such a late announcement, but a tourney has just been added
to the Champions schedule.
All rapier fighters who have been carded less than two years and have not
won a tourney are invited to enter a Newbie Tourney.
It will be best two out of three Swiss tourney. If you do not have all
styles, loaner gear will be there for you to use.
