 "If a submission has an insurmountable problem, and there is no way to correct the problem without substantially changing the submission, then the submission shall be returned immediately, with proper notification to Arbalest and the submitter" this is straight from the Administrative Handbook of the Ansteorran College of Heralds.
 My suggestion is this, if the submitter hasn't heard anything, contact Asterisk, then Arbalest. Or you can check here http://www.ansteorra.org/regnum/herald/gazette/,  here http://www.sca.org/heraldry/loar/, or here http://www.ansteorra.org/regnum/herald/hst/. It should be listed in any of these three places.

If you have no local herald, the seneschale should contact Rumil Fletcher,
the Zodiacus Herald at zodiacus at ansteorra.org and can get on the herald's
list, and can have notification of when the gazette is put on line, or have
the printed issue sent to them. I found it easier to just get the
notification of it on line, then I forward the notification to the
Mendersham list.
