[Western] Welcome a new Vscribe for Trelac

    Hmmm, wonder what this is all about.  Why would the Kingdom 
Webminister write Greetings to Emerald Keep and the Central Region to 
announce that the Shire of Trelac has a new Virtual Scribe. Oh well, 
perhaps Brion Sé can get it all squared away.
